The blade is best used on medium-height combinations so that it can make full use of both sides.

However, in a competitive setting, its best use is for its defensive properties. The lower side performs exactly as intended, and is a solid choice for deflecting attacks from lower opponents. As such, Hells Chain is just medium-priority, a solid choice for its use.
